The route is simple: get the photos into iCloud or Apple Photos on a computer, and they appear on the phone. The part that goes wrong is the dates.
Takeout photos usually have no capture date inside them, so Apple Photos files them under the day you imported. On the phone that means your Memories are empty, the Places map has no pins, and ten years of photos sit in one block. Correcting it afterwards means editing dates by hand on a phone screen, which nobody finishes.
Fix the export on a computer first, then import. The app writes the real date and location into each photo, so Apple Photos reads them and builds the library properly, and everything syncs to the new phone already correct.
