A few hours out is the signature of a timezone problem. Corrupted data looks like nonsense. A clean three, six or nine hour shift across your whole library is arithmetic.
Google records when a photo was taken as a UTC instant. EXIF wants local time. Something has to convert one to the other, and it uses whatever timezone your computer is set to. If you moved country, if your laptop is set to UTC, or if the photos were taken abroad, the conversion lands a few hours off. Every photo shifts by the same amount, which is why the pattern is so consistent. Photos taken late at night can slip onto the wrong day, which is the version people actually notice.
Fix the cause before you fix the photos. Set your computer's timezone to the one that matches most of your library, then run the app once over the whole export.
