Does Google Takeout Include My Albums?
Yes, as folders. A photo in three albums is exported three times, which is where the duplicates come from.
Albums come out as folders with the album name. Alongside them are year folders holding everything. So a photo that lives in two albums appears in both folders and in its year folder as well.
That is why a 40 GB library can export as 90 GB. They are real copies, not links, and no album information ties them back together afterwards.
