Can Windows Read the .json Files From Google Takeout?
No. Nothing reads them except tools written for the job. The data has to go into the photos.
No. To Windows a .json file is a text file that happens to sit next to a picture. Explorer, the Photos app and every other viewer ignore it completely.
That is the whole problem with a raw Takeout export. The information you want is right there on the disk, in a form nothing you own can use.
